Call for National Tender No. 06/2010/TII Acquisition of language e-learning solution

The Ministry of Higher Education and Scientific Research, on behalf of the Virtual University of Tunis, invites tenders for the supply of an e-learning solution for language acquisition.Tender documentation is available for purchase at the headquarters of the Virtual University of Tunis, located at 14, Rue Yahia Ibn Omar Mutuelleville 1002 Tunis, Tunisia

The Ministry of Higher Education and Scientific Research proposes to launch, on behalf of the Virtual university of Tunis, a national tender compliant with the regulations in force and with the administrative and technical specification provisions

for the purchase of an  e-learning solution  (interactive digital content, tracking of students’ assignments ,training of trainers, preparation for certification and all assessment tools).The e-learning solution is to be implemented  during  three years by at least one thousand users.

Interested Suppliers   are invited to purchase and receive the tender specification documents made available at the main office of the VUT (14 rue Yahia IBN OMAR quoted Mahrajène 1082 Tunis) during office hours against the payment of a fee of fifty (50) Tunisian dinars or (sixty (60) Tunisian dinars, for an additional hard copy, Word Document 97-2003 format (*.doc) payable to  the accountant of the The virtual university of Tunis (and of INSAT) at the postal current account number:

(The authorized representatives  in charge of collecting the tender specification documents are required to bring the stamp of the companies they represent and to provide the tenderer’s personal data.)

Technical bids must be received no later than Saturday 04 December 2010 by mail or by rapid post in a sealed envelope addressed to the President of the Virtual University of Tunis.

(The evidence of the date of dispatch shall be constituted by postmark).

Technical bid must be placed inside two sealed envelopes. The inner envelope containing the technical bid and the administrative documents should be placed in an outer envelope duly sealed again and superscribed as

The outer envelope must contain, in addition to the above-mentioned inner envelope the documents listed below:

1 - Tax certificate laid down by the legislation in force (original or certified copy)
2 - The certificate of membership of the national social security fund (original or certified copy)
3 – Affidavit stating that the tenderer is not in a state of bankruptcy or receivership,
4 – Affidavit specifying the tenderer’s commitment not to resort to  "corrupt practices" namely
the offer of a bribe, gift, gratuity  to any person as an inducement or reward to  influence the procedures of execution of this contract and its implementation.
5 – Affidavit  stating that the contractor is not employed  by the Ministry of higher Education and scientific research or have ceased its activity  for less than five years
6 - The original tendering specification of administrative provisions
7 - The original copy of the specifications of technical provisions,
8 - The bid bond, valid for 180 days from the day following the deadline for bid receipt. The amount of this deposit is estimated at four thousand dinars, knowing that cheques in any form will not be accepted. (Without this guarantee the bid is liable to rejection):
9 - The tenderer’s identification .
The inner envelope containing the technical offer should be sealed and, in addition to the name of the tenderer, should bear the following: "2010/06/TII: Technical bid
10 – Technical Documentation (prospectus) relative to the requested solution (**),
11 - Answers form relating to technical supply (F.1: technical aspects) (**),
12 - Answers form relating to services (F.2: services) (**),
13 - Valid Certificate, proving that the proposed solution is certified SCORM version 1.2 ,
14 - The commitment of after sale service with legalized signature
15 - The supplier authorization for participation in this call for tenders
16 - A recent CVof the proposed trainer
17 - The diplomas, certificates or documents proving his experience (minimum 2 years) in the subject of training,
18 - Detailed Guides and brochures of the proposed training
19 – The official website of the supplier of the proposed solution.

Important: (**) If the tenderer does not provide documents (10, 11, 12) the bid will be considered nonresponsive and liable to rejection.
Period of validity of the bid is 180 days from the day following the deadline of receipt of tenders.
